Well, looking at it from a completely real world research perspective, most people are sexually fluid so it’s ridiculous to not use that in thinking about these characters. I want to say D. Meyer just did another survey and basically suggested that we need to get rid of sexual binaries because nobody is either 100% by his criteria. (One of his was ever even having a -thought- about the same gender).
Liam, if he is a true hedonist, then would most definitely be sexually fluid and since Angelus is Liam taken to one extreme and Angel is Liam on the other end of the scale, I think an argument could be made that Angel is sexually fluid as well.
HOWEVER! I do think that Angel identifies himself, in canon, as a heterosexual male though and like Willow, we do need to respect how he chooses to label himself in canon (fanon and fanfic is another story). Since all we have is a binary and Angel’s been living with that binary idea for longer than anyone, it’s probably a case of feeling more of an attraction or more often an attraction to women than to men.
Angelus, canonically though, will fuck anything he can stick his dick into.
