Short answer: there’s no way we can know and anything else is just ascribing sexuality to someone. basically :P
In Angel’s case, no, since I think we established Angel never says “I am a heterosexual/homosexual/bisexual/queer man”. (At least nobody following me remembers it)
But in Willow’s case, she self-identifies as a lesbian. To suggest that she is anything else canonically is incredibly heterosexist and offensive.
People can ascribe whatever sexuality they want in fanon and fanworks (and do). I think it can become really iffy when you start doing it in canon.
